It didn't come with a key to tell what the grades mean? That is odd I would check your school or county website to see what reading program they use. Or what the benchmarks mean.

our reading levels are alphabet related. Kinder is reading levels A-C. (A being the starting point of most kids and C being above average) 1st grade is C-I.  (C being the starting point and I being what they are expected to be at at the end of the year.)

not sure if it is the same, is Matthew ahead in reading?

At the end of kindergarten last yr, well a few months before at his transition meeting they said he was reading at mid first grade level with a level D/E. but I looked up some levels on line and There is a G in both 1st and 2nd grade reading level. It falls at the end of 1st and then again near the beginning of 2nd, but with H and I in the 1st grade level and D and E at 2nd grade. I emailed his teacher. She'll know.

Not sure what the "early 2" refers to, but reading level G is typically the middle of 1st grade.  There are TONS of programs out there, all with their own leveling system.  Here is one chart that shows coorelations between different leveling systems:
http://www.readinga-z.com/correlation-chart.php

You also might want to ask if this just a decoding score, or if it includes comprehension.  We only test decoding/fluency in Kindergarten, but include comprehension starting in first, so they have to be able to not only read the words, but retell the story and answer questions.

Hannah is at a D but that includes comprehension. She can read words at a much higher level but that level is where she's at using her receptive speech skills and answering questions about the story appropriately.
